I think you should go with Turtwig or Chimchar, but I voted for Chimchar because he's my personal favorite.
I also hope you're adding Gyarados to the team. :)
But whatever you choose, good luck!
Strategically, go with Chimchar, because if you notice Turtwig and Empoleon's types cancel each other out.
Eg.
Water attack on Torterra is %100 effective, because of it's added ground type. A 100 power water attack [which is one of grasses resistances] will do normal damage, instead of half damage because water does 2x damage to ground.
[BasePower*GroundSuperEffective*GrassHalfEffective=BasePower]
[100*2*0.5=100]
Fire attack on Empoleon is %100 effective, because of it's added steel type. A 100 power Fire atack [which is a water resistance] will do normal damage, instead of half damage because fire does 2x damage to steel.
[BasePower*SteelSuperEffective*WaterHalfEffective=BasePower]
[100*2*0.5=100]
While Infernapes added Fighting type doesn't cancel out a Fire resistance.
